EMPLOYMENT INCENTIVES
The incentives provided by İşkur aim to employ unemployed people who meet certain conditions and to provide tax, premium and wage support to employers for varying periods and amounts. While some of these incentives are financed by İşkur, the Social Security Institution is the implementer of these incentives. These incentives are financed from the Unemployment Insurance Fund and aim to protect and increase employment. The list of incentives currently available on iskur.gov.tr is as follows:
Incentives for Women, Young People and Those with Vocational Qualification Certificates
This incentive is valid until 31.12.2023 for private sector employers who employ unemployed persons. With this incentive, between TL 733.37 and TL 5,500.41 of the SSI employer’s share is covered by the Unemployment Insurance Fund. The conditions for benefiting are listed as follows:
-The person has been unemployed for the last 6 months,
-The person has been employed in addition to the average number of insured employees for the 6 months preceding the date of employment,
-The employer is located in the private sector.
The benefit periods of this incentive are stated as follows
-24 to 54 months for women 18 years and older,
-12 to 54 months for men aged 18-29,
-6 to 30 months for men aged 29 and over,
-12 months for those who obtained a vocational qualification certificate after 01.03.2011, completed vocational and technical education or completed labor force training courses,
-Monthly premium and service documents must be submitted to the SSI within the specified legal period and premiums must be paid within the legal period.
Additional Employment Incentive
The additional employment incentive requires different conditions for both the insured and the employer. Accordingly, the conditions for the insured are as follows:
-Being an unemployed person registered with İşkur,
-Not being insured within the scope of 5510/4-a,b,c for more than 10 days in 3 months prior to the date of recruitment,
-January 1, 2018 and December 31, 2023 to have been employed in the private sector.
The features sought in the workplace that will provide employment are as follows
-Being in the private sector,
-Submission of monthly service and premium documents to SSI within the specified periods,
-Payment of insurance premiums within the specified period,
-Not owing any late payment penalty or late payment surcharge.
Workers and employers who fulfill these conditions can benefit from this incentive. The amount to be paid under this incentive is calculated according to the sector of the employer. The premiums to be paid in the manufacturing and IT sector vary between 1,5556.53 TL and 3,792.47 TL. In other sectors, this figure is determined as 1,556.53 TL. This incentive is applied for 12 months for each insured employed. However, this support is extended for 18 months for men between the ages of 18-25 and women over the age of 18.
Workplaces operating in the IT sector that will benefit from this incentive will be determined by the President. If an insured worker working in a workplace benefits from this incentive, he/she cannot benefit from other insurance premium supports, incentives and discounts.
Incentives for Unemployment Benefit Recipients
In cases where persons receiving unemployment allowance are hired in addition to the number of insured persons reported in the premium and service documents in the 6 months preceding the date of employment, all but 1 percent of the SSI premium calculated on the basis of the minimum wage is covered by the Unemployment Insurance Fund during the period the person receives the remaining unemployment allowance. The figure in question has been determined as 1,198.46 TL. Other details that should be known about this incentive can be listed as follows:
-The period for which the support is provided to the employer is deducted from the total period of entitlement to unemployment benefits that the person was initially set to receive.
-Employers must submit all monthly premium and service documents to the SSI within the legal period. At the same time, premiums must also be paid within the legal period.
-This incentive cannot be benefited from if the worker starts working again at the workplace he/she left.
Disabled Employment Incentive
Employers operating in the private sector are covered by the Ministry of Treasury and Finance for the employer’s share of SSI premiums at the minimum wage level for each disabled citizen they employ. The support amount in question has been determined as 733.37 TL. There are the following details in the quota system determined on the subject:
Workplaces employing 50 or more workers
-Employment of 3 percent disabled people in private sector workplaces,
-Employment of 4 percent disabled people in public workplaces,
-2 percent ex-convicts or workers who have been injured in the fight against terrorism in such a way that they cannot be considered disabled are required to be employed in jobs suitable for their occupational, physical and mental conditions.
