INCENTIVES FOR THE MOVE PROGRAM

It is a support program to identify products in medium-high and high-tech sectors and critical products for the development of these sectors with a “Priority Product List” by taking into account various criteria such as foreign trade data, demand development, competitive intensity, and to support the R&D, investment and production processes of these products with a holistic approach.

Applications under the program are evaluated by the Program Evaluation Committee and a support decision is taken.
The program is carried out within the call plans to be determined by the Ministry. Applications to the Program are subject to evaluation and prioritization by the Program Evaluation Committee, taking into account certain criteria.
The type, rate and duration of support are determined by the Program Evaluation Committee.
Investments for the production of products and services in the “Priority Product List” within the scope of the Hamlet Program can be included in the scope of support without seeking “Strategic Investment” conditions.
Investments with a minimum investment amount of 50 million and those deemed appropriate for the production of products and services in the priority product list can be included in the scope of the “Project Based Incentive System”.
On the other hand, investments decided to be supported by the Program Evaluation Committee may also be directly supported by TÜBİTAK and/or KOSGEB.

 Support Rates and Periods

Within the scope of the Hamle Program, 75 percent for SMEs and 60 percent for other companies of the following R&D expenditures of the investments that are deemed appropriate by the Program Evaluation Committee and decided to be supported by TÜBİTAK under the R&D Support heading can be covered;
– Personnel expenses,
– Travel expenses of project staff,
– Expenses for tools, equipment, software and publications,
– Materials and consumables,
– Domestic and international consultancy services and other service procurement expenses,
– R&D service procurement expenses outsourced to universities and other R&D institutions and organizations,
– General project expenses such as support staff, electricity, gas, water, maintenance-repair, communication.
Within the scope of the Hamle Program, 25% of the amount to be supported during the investment process will be made as an early payment to SMEs that are deemed appropriate by the Program Evaluation Committee and decided to be supported by KOSGEB under the SME Support title, and not exceeding 5 Million TL, 60% non-refundable support for machinery and equipment, 40% reimbursable support, 60% non-refundable support for other support elements: 75% for SMEs and 60% for other companies of the expenditures specified below and intended for R&D can be covered;
– Makine equipment support,

– Personnel expense support,
– Knowledge transfer support,
– Testing, analysis, calibration, and reference sample support,
– Service procurement support.
