In the manufacturing industry, an import permit must first be obtained for “old, used or reconditioned machinery and equipment” to be imported for use in production facilities based on the needs of companies. Some machines are free to import.
In case of obtaining or having an investment incentive certificate; Used machines can be imported by adding to the investment incentive certificate without paying customs duty, VAT and KKDF. You can benefit from the Customs Duty discount when importing used machinery. You must obtain an Investment Incentive Certificate for Customs Duty reduction .
In an investment that will consist of machinery and equipment purchases and land-land and building/construction expenditures, Value Added Tax (VAT) exemption, Customs Duty exemption, Income/Corporate Tax reduction, Social Security premium support, Building Fee, Stamp and Real Estate Tax exemption, Interest/Dividend support and investment location allocation are provided. A frequently wondered issue is whether used machinery and equipment can be included in the scope of the incentive certificate.
Used domestic machinery and equipment cannot be included in the scope of investment incentive certificate. On the other hand, used or reconditioned machinery and equipment, the import of which is permitted, can be included in the scope of investment incentive certificate.

Restrictions on Import of Used Machinery 

There may be sectoral restrictions on imports of used machinery and equipment. As a matter of fact, the supply of used or reconditioned machinery and equipment is not allowed under the incentive certificates for printing, printing, printing, textile, garment, apparel and cement manufacturing investments.
In addition, even if the import of used or reconditioned machinery and equipment is permitted, if they are included in the list of machinery and equipment that cannot benefit from customs duty exemption, these machinery/equipment cannot be included in the scope of the investment incentive certificate. However, it may be possible to import used machinery and equipment included in this list within the scope of the complete facility. VAT exemption and customs duty exemption are not applied for used or reconditioned machinery and equipment expenditures that are deemed appropriate for importation within the scope of a complete facility, and these expenditures can only be included in the fixed investment amount.

Complete Machine Import

Complete facilities, which are allowed to be imported within the scope of the incentive certificate, may consist of a complete line that can produce a good or service, independent of auxiliary facilities depending on the subject of investment, or one or more machinery and equipment that can produce the production registered in the incentive certificate. However, the facility cannot be created with individual machinery and equipment obtained from different companies, and imports cannot be made within the scope of the incentive certificate from companies engaged in the revision and trade of such facilities.
Requests for the import of used complete facilities (excluding road transport vehicles) are evaluated on a project basis by the General Directorate of Incentive Implementation and Foreign Capital of the Ministry of Industry and Technology. In order for these requests to be evaluated, investors must apply to the Ministry with the original invoices or proforma invoices showing the model and manufacturing years of the machinery and equipment of the facility. If it is deemed appropriate as a result of the expertise to be carried out by 2 or 3 personnel to be assigned by the Ministry in the country where the complete facility is located, the import of the used complete facility may be permitted within the scope of the incentive certificate. The transport expenses of the personnel to be assigned for the said expertise are covered by the investor.
In addition, interest or profit share support is not applied for used machinery and equipment expenditures in investments for the production of products in the high-tech industry class according to the Organisation for Economic Cooperation and Development (OECD) technology density definition. Interest or profit share support can be applied for used complete facility expenditures within the scope of these investments.
